Outsourcing of IT Infrastructure to an External Data Center

The goal is to standardize the calculation of electricity savings triggered by outsourcing IT infrastructure to an external, highly efficient data center, taking into account efficiency differences between local server rooms and professional data centers.

Requirements

Only measures that meet the requirements of the Energy Ordinance (SR 730.01; EnV) can be credited. The additional requirements for the technical characteristics and for the implementation of the measure are set out in Table 1.

Old systemNew system
Device typeIT infrastructure (servers, data storage)
LocationIn-houseExternal, in a data centre operated by a professional colocation provider
Efficiency-The PUE value of the external data centre must be less than or equal to 1.35.
InfrastructureThe infrastructure (building and IT) of the in-house data centre must be completely dismantled and may not be reused in Switzerland.
ImplementationThe replacement and commissioning of the new system must be carried out by a qualified specialist or company.

Proof of compliance

Compliance with the requirements must be demonstrated by the following documents. The documents listed in Table 2 are an integral part of the proof of measure implementation.

  1. 1.Proof (PDF, CSV or XLSX format) of the electrical power of the outsourced IT infrastructure in the form of a list of all outsourced devices including details of their unique identification (manufacturer and model) and the rated power of the power supply
  2. 2.Assessment (PDF format) of the PUE value of the new external data centre
  3. 3.Proof (PDF format) of the complete dismantling of the in-house data centre
  4. 4.Data sheets (PDF format) of the outsourced IT equipment

Calculation Formulas

Stromverbrauch lokaler Serverraum

Elokal = PIT × PUElokal × 8760

The electricity consumption of the local server room results from IT power multiplied by the PUE value and annual hours.

Stromverbrauch Rechenzentrum

ERZ = PIT × PUERZ × 8760

The electricity consumption in the data center results from IT power multiplied by the better PUE value of the data center.

Annual Electricity Savings

ΔE = Elokal - ERZ = PIT × (PUElokal - PUERZ) × 8760

The annual electricity savings result from the difference in PUE values multiplied by IT power and annual hours.

Cumulative Electricity Savings

ΔEeco = ΔE × Ns × f

The cumulative electricity savings result from the annual savings multiplied by the standard effective duration and the correction factor.

Part of the EFFEL programme

Standardised measures are one of two measure types in the EFFEL programme (efficiency improvements by electricity suppliers, Art. 46b EnG). They follow a predefined SFOE catalogue with fixed savings values.
