Replacement of Street Lighting Systems

The goal is to standardize the calculation of electricity savings triggered by the replacement of street lighting systems, taking into account all consumption-relevant parameters such as luminaire type, mounting height, street width and lighting class.

Requirements

Only measures that meet the requirements of the Energy Ordinance (SR 730.01; EnV) can be credited. The additional requirements for the technical characteristics and for the implementation of the measure are set out in Table 1.

Savings verificationSavings calculation:
The eligible annual saving is the difference between the project value of the mandatorily controllable new installation according to the Excel tool CalcuStreetLight* and the existing value of the installation before the refurbishment. Standardised hour counts are used to determine the existing value without a dimming profile. When dynamic controls with motion detectors are used, the eligible consumption of the relevant sections is reduced by a standardised 15%.
Savings measurement:
In well-justified exceptional cases, the saving may also be demonstrated via a consumption measurement or consumption monitoring before and after measure implementation. For this, the total consumption of the installation before and after the refurbishment must be demonstrated over a period of 365 days with a constant metering perimeter. Measurements and calculations are only permitted if the measurements are made with calibrated meters, or the calculations use current installation data and a uniformly defined calculation scheme, and they also serve directly to bill energy consumption to customers.
ImplementationPlanning, calculation, installation and commissioning of the new system must be carried out by a qualified specialist / company and metrologically verified after completion. At least two reference-point measurements are required for this: once directly under the luminaire and once at the point where the calculation corresponds to the mean of the specification. The installation must be dimmed by the correction factor thus determined to the target value according to the determined lighting class.
DisposalThe consumption-relevant components of the old devices may not continue to be operated within Switzerland. Proper disposal or export must be demonstrable on request.

Proof of compliance

Compliance with the requirements must be demonstrated by the following documents. The documents listed in Table 2 are an integral part of the proof of measure implementation.

  1. 1.Explanation (PDF format, max. 2 A4 pages) of how it is ensured that the replaced devices were properly disposed of (e.g. by means of declarations, disposal items on contractor invoices, etc.).
  2. 2.Invoice documents (PDF, PNG or JPEG format)
  3. 3.The data sheets (PDF format) of the luminaires and control components used
  4. 4.A lighting calculation (PDF format) with details of the reference points used
  5. 5.Information on the new installation (project description with luminaire and control specifications) and an explanation of the correction factor after commissioning (PDF format)
  6. 6.An energy verification referencing the key figures of SLG 202:2021. The following methods are permitted for this:

Permitted tools

  • SFOE Excel tool (SLG 202) — a free Excel tool for calculating the energy demand (for other calculation tools, proof must be provided that they comply with the calculation parameters and methods of SLG 202).
  • Savings measurement: — A detailed description demonstrating that the measurement requirements listed in Table 1 are met.

Annual Electricity Consumption Street Lighting

E = n × PL × hJahr / 1000

The annual electricity consumption results from the number of light points multiplied by the power per luminaire and the annual operating hours.

Number of Light Points

n = LStrasse / dLP

The number of light points results from the street length divided by the light point spacing.

Annual Electricity Savings

ΔE = Ebefore - Eafter

The annual electricity savings result from the difference between electricity consumption before and after the measure.

Cumulative Electricity Savings

ΔEeco = ΔE × Ns × f

The cumulative electricity savings result from the annual savings multiplied by the standard effective duration and the correction factor.
